Your volume is re evaluated every week (sunday) and if your volume is less, you will be put down, if your volume is more, you will be put up.

Yes, if your volume is 3000BTC one week, you would be VIP platinum, next week when you are re-evaluated if your volume changes to 500BTC, you would become VIP bronze.
