I agree with you thats why we will open in Romania, but the exchange will continue to run on the Crypto Next platform under Isle of Man regulation (more info on regulation here http://www.coindesk.com/isle-of-man-introduces-regulation-for-bitcoin-businesses/), I believe that it is more reassuring to run under an entity overseen by an authority. If the exchange would be run just by a Romanian company it would be easy to just shut it down, since there is no regulatory framework.
