Your best bet would be craigslist or here on the forums, Ive found some good gear on craigslist before and have made some good deals. You also dont want to go with a low quality cheap PSU, as even with free electricity the power they provide your mining gear isnt as "clean" as a good quality unit, and will shorten the lifespan of your gear. When mining (esp. with free electricity) its all about stretching your profit out as long as you can.
Craigslist is really hit or miss. Not all areas have it. If you do you can get it quick and save on shipping.
But I have seen quite a few area where it is just not there. Buying here on forum and ebay are two on used gear. On new gear try to buy direct.
