isn't bitstamp based in slovenia(or their bank at least)? i think that is your answer
the high interest come from there, so it isn't a new thing, because bitstamp is fairly old as an exchange
If i'm not wrong Bitstamp is based in U.k, but they have their bank in slovenia, also for coinbase if i remember well
