A site that accepts unverified PayPal is going to be very hard to find. I would recommend Virwox to you but they only accept verified accounts. Your only option would seem to be to use PayPal with a friend who trusts you. Actually, there is one site that I know used to (beginning of 2014) accept unverified PayPal for small amounts (around $15-20) but I can't really recommend them because I've never actually tried them.
