I "feel" like this is some kind of an attempt to create fear among the general public of engaging in controversy and to drum up more laws to quell public dissent. The idea being that people will be less inclined to challenge or have a disagreement with someone (be it a feminist or more likely a government official) if that someone may have you arrested and convicted of criminal harassment by simply feeling like you are harassing them.
