Only showed for a minimum amount ($?). If they're annoying, they can be ignored, or even set as default ignored by everyone.
Default ignored would mean that it has no public appreciation, atleast not among most.
Similarly, minimum amount would lock out a large amount of the tips from acting towards the "main feature".
