Bit-x.com cards became better lately since they took off some fees . You can get one forfree if you are part of the signature compaign otherwise you have to order it and pay for it . (you need an account on Bit-x.com)

There is also another one which is cheap (Virtual or plastic)and also low fees called "Advcash"  their website : http://advcash.com/en/ & their topic : https://bitcointalk.org/index.php?topic=1011381.0 It's not the official topic but they are some developpers or administrators there , they answered me before for my questions . (Yes you can use this oen to Verify Paypal if you have money on it )
