All Trolling aside, yes it is.  However, if the plan is worked through, the people holding Circ should be able to benefit from the ideas that bring in money and burn coin supply.  Many coins have promised this sort of thing, if Circ does it, they will succeed in becoming a well priced coin.

There should be no reason for them not to try it.  Getting to a saturated market with revenue streams and a shrinking supply should make sure coin price rises.  Lot's of things that could go either way, but that is how it should go.

I would like to see it at least get to a point to test the theory...
