this is something i also wonder about mostly , i dont want to download the whole blockchain due to the conditions of my internet .. is there any wallet which can be used offline but without downloading the whole blockchain ? i dun think so but i thought i should ask 
Electrum is don't have download the data, but you need to online to sync the balance and take some transactions.
