I'm running it at $0 upkeep/month.

Free hosting without server functionality(not necessary unless you want to keep a database or make an API).
Free cloudflare account.
Domain name registration to be renewed yearly.

You can continue running it the way I'm running it or you can consider changing things to suit your needs.

Do I need to have any technical knowledge to run it?

If you don't need to make any modifications or add features to the site, then no, no technical requirements necessary. If you wish to do those, then you need some basic HTML and JS knowledge.
