What if he use the numbers for terrorist activities ?
I know you will say Mobile Numbers are not on your ID .. but you can easily be traced and screwed later if police catches you by IP.
And I cannot understand why someone cant use own number or neighbours number if he is not doing something wrong, plus a newbie account .. moreover paying 3$ rather than asking neighbours for a quick sms code is itself saying a lot

Looks like OP is using sms verification for creating Microsoft Azure accounts to sell them at higher prices.
