I am using the BTC-E for a quite a time,I had no problems with them,maybe the 13.2 $ is too little and it is "consumed" with the Fees.

You have to check the Fees with ALL the participants in the money transfer,From your bank account to the exchange.

Or it just needs more time the money to arrive or maybe you did some mistake in the transfer
