We don't really know what "they" have or haven't done, do we? We only learned about Carlos because he managed to get sued for refusing to talk.
You believe Josh isn't going to put on the same performance if he was actually available? I attempted a simple people search for kicks and can't find him. He's either being very elusive or isn't in the country. There are ways to search utility bill records, but I didn't go that far. I am surprised nobody has attempted to serve him in Texas. That would tell you where he is real quick and eliminate Texas as a possibility.
