Unless you're looking for a very, very low rank potential activity account, you're not going to be getting a full member account with that. The lowest Full Member account I've seen was 0.07BTC; most sell from 0.08BTC to 0.12BTC.

I think the better idea is just look at thread in auction and digital goods to get your accounts faster than asking separately. As other members suggested you need to increase your budget to around 0.1 btc to get a full member account
