Can't tell what the problem is, but I would try to add a few nodes to bitcoin.conf maybe this gets you going.

Just add this to d:\Bitcoin\bitcoin.conf
(create file if it does not exist, grabbed the nodes from https://getaddr.bitnodes.io/)
