An IP is not a person. NSA knows the entrance to internet, but they dont know who uses this entrance.
Now if only they didn't have easy access to who own what ip, then i'm sure that'd make me feel safer. But sadly i don't know of many ISP that you connect to that doesn't have Your name, your address, your bank account #, etc.
