I don't understand what "mining configuration" has to do with block size. I have a "mining configuration" that runs off a slow DSL line. My mining configuration runs a single stratum connection and transfers one block header every few seconds. I have successfully mined a block this way using a well connected solo mining pool.
Mining centralization is not the same as node centralization.
