Duh. The point is they're not doing a giveaway. They're doing a stress test (AKA DDOS).

totally agree with Mr smart, you just wanna help poor people with free money but instead of getting it to everyone you threw it in the middle and let them kill theirselves to get it. kinda caricatural.
But you can't deny that the whole thing is just programmed from the beginning, the stress test story to bring the attention, the pre-load heavy addresses...
