I too live in Europe (not in EU though) and been waiting for my card for 20 days now. Emailed support today, we will see what is the problem. For reference, Payoneer sent me a card with plain royal mail, I got it in 5 days.

Unfortunately with standard postal delivery it is always a bit of a gamble - sometimes shipments come unexpectedly quickly, sometimes they are delayed or even lost..
