You've been reading correctly and also your math is correct. Neucoin is likely after a few months only fraction of IPO price. Why anyone would buy the ipo is beyond me aswell. Don't waste your time. The Neucoin team doesn't answer questions directly. All they have is their list of names on which you are supposed to go off. If you aren't impressed by the names and are actually crunching the numbers and trying to do DD you and your questions will be ignored.
