Yes, Cryptsy went ahead and processed your withdraw, but there isn't enough MTR in CRYPTSY's HOT WALLET - to cover your withdraw of 191.92181340 MTR.

You can put a support ticket into Mullick ( Cryptsy Wallet Dev ) and let him know. I will do the same....its just cryptsy security measures and I personally like that the exchange keeps little amounts in their hot wallets.
