I like your idea of voting for a strategy several moves in advance. Our opponent obviously has a strategy and thinks many moves ahead. We should try to do the same.
Our best strategy is probably to focus on the middle of the board. We need to advance our e or d pawns and make an open file for our rooks. Our opponents strategy will probably be to attack us by advancing his c pawn after moving a rook to c8.
