I haven't updated my VNL client yet and haven't opened my wallet since v0.3.4

What is the recommended upgrade procedure & what is this new incentive thing ?

Do I sync from scratch or just continue on ? As I read pools had to be on 0.3.5 before upgrading to 0.3.6 due to something john-connor mentioned.

Just download new version from http://vanillacoin.net/wallets.php
And let it run. You dont need to sync from scratch, it will continue from a point where it was synced before.
