The war was actually declared long back in 1979 (with the help of the United States and NATO), when the Soviet Union decided to send troops to Afghanistan, in order to protect the Communist government there. The recent Russian air-raids in Homs and Hama are just a continuation of what has been going on for the past 36 years.
