You forgot to post an address to send to. If you post an address and sign a message with that address to include today's date and your username, and the fact that you are requesting a loan to that address then the chances of getting the loan might go up 
Nah, probably not. It's easy for him to create a bitcoin address and then sign a message for a loan with it.
