I am wondering what is stopping someone from selling scratch off cards like Facebook Credits, which act as gift certificate to convert to bitcoins?

I'm not going to do this myself, but as I see it, you would do something like:
STEP 1: Get paperco.in coupons
STEP 2: Get them printed on scratch off tickets ($309 for 500)
STEP 3: Sell to local corner stores (you can offer to buy back after a month if they don't move)
What do you think? You could even sell paperco.in coupons in a sealed envelope, but I think the scratch off tix would be appealing
