So this is not illegal!

I will take an example:

i create a paypal account with any name and after paypal limit myaccount and ask for documents.
I know that the name i enregistered maybe not exist so i can send you the documents you need and you will send them to paypal!
This has worked in past and it is working now because they don't verify if you are a real person or not.
In the case they don't accept the documents, i will refund you all your money!
