ACR and Stars (as well ass 888, WSOP.com, Partypoker, FullTilt etc ) pay their rakeback or VIP rewards (whatever you want to call it) based on the the entry fee that they collect. I actually contacted ACR support to verify recently just to make sure this was a Betcoin only problem - I've played between 500 and 3000 mtts on each of the other sites I listed.
In order to satellite into a $500 tournament, you have to win a $540 ticket. Of course you're going to be credited with paying the $40 fee when you enter.

Asked a friend who uses to play on PartyPoker and he made me aware Party policy in this matter is the one mentioned by twitchyseal: Party award a ticket that has a value, if that value includes target tournament fee than you are awarded partypoints . Lets say a $5,50 ticket to enter a tournament whose buyin is $5 (goes in tournament prizes) + $0.50 (fees). So even if you won that ticket in a freeroll you will be awarded partypoints when you will register to target tourney.

That's an interesting way to handle it. I'd think doing it like this is the exception, rather than the norm.
