There are going to be ToS but if a product is legal in you region it will be legal in WorldShop. Mostly is to avoid guns and child porn.
This last sentence is seemingly familiar from the past coins that aimed at the same, but turned out to be a total disaster. Don't even remember the name of the coins by now, but remember that their dev was also talking about that. It looks like déjà vu to me.
