Yes it is. Stock in the first Digital Autonomous Company. But that's an argument for not shifting the base unit to milibits, not an argument to intentionally cripple the network capacity.
No it isn't. I could see how that analogy would be more apt for a debate regarding splitting the base unit though. But when you get to that debate it will be even more clear why Bitcoin is not a stock.
