How does administration determine if someone is a scammer? Is there a vote or something?

I decide. Only blatant scammers get the tag, though. I don't want to be an "Internet judge".

When VIP status was created, the BTC price was about $15. It's supposed to be very expensive. If everyone had VIP status it would lose its meaning.
