b!z once filled all the first page of the off topic and nothing happened to him. There is a thread about it somewhere here in meta.

I bet too that it is not rare the last 9 topics or so from a section are filled with answers from the same people after they visit and post in some subforum.

And even if low quality, they are on topic and relevant to the thread's subject. Maybe the problem is allow such threads in first place?
