If they accept a 0/unconfirmed tx for bets then the loosing bet would get double spent and the winning bet would get confirmed. This means gamblers would not actually be risking anything (if they know what they are doing) when they bet prior to the deposit being confirmed.

They might want to require more then one confirmation for large withdrawals however they should not accept no confirmations to bet.

Ahh, now it makes sense. So one confirm on deposit should always be there. Wouldn't the site somehow realize it's a double spend before the first transaction of a withdraw?
Yes. They should not allow any withdrawals until all of their deposits have at least one confirmation. It is my understanding that PD already implements this.

This would not matter. If someone makes a bet, looses then double spends the TX they could just abandon the account and use a new proxy/VPN to disguise their next account they make the same attempt with.

It is not uncommon for large withdrawals to be manually processed. I understand the threshold for a "large withdrawal" is somewhere above 50BTC, although this may not be accurate.

It would not be in the dice site's best interest to allow for an instant deposit because gamblers would be able to make a risk free bet if it does allow instant deposit.
