Isn't this something that should be up to the senior board member and moderators? What is the point of this, just to cause trouble?
Senior board members? What are you talking about? No. Such spammers deserve to be on a public shame list. It is much easier for the staff to handle the situation with the cooperation of the community.
Update: Your (small) forum is comparable to this one and a single solution can be (easily) applied everywhere (flawless logic indeed). You need to read up more in regards to this, especially the posts made by BadBear.
