Maybe the Russian intelligence services aren´t in the freakin bed with these terrorists. I don´t know; I guess terrorists look for easy soft targets where they can set up their operations without too much interference. Also for publicity, in the western world at least, Paris in France carries more weight than Makhachkala in Russia.  Western presstitutes and other morons might go on for a few days about how it´s pronounced.
