This looks so similar to satoshicity.org by design. And even the announcement seems like a copy paste: https://bitcointalk.org/index.php?topic=1019405.0 . I think this is not a good behaviour and totally seems untrustworthy.

It's not scam, it's just one of the millions clone faucet sites. They'll pay as long as their advertisement income is stable.
I wouldn't use these faucets though, too much hassle, not enough coins.
