Think about hard it would be to pull off a 'faked' shooting?

Wouldn't it just be easier to let a bunch of crazed rag heads murder a bunch of people, hunt them down, kill them and/or bring them to justive and then use the deed to justify all manner of draconian alterations to law and state that otherwise might not be easy to get voted in, not to mention using the incident as a pretext for military expeditions?
