Here is what the wall outlet looks like, right next to a window. There are 2 separate 20 amp fuses in the box next to eachother turned off. They are labeled "httr I flor 240" .... the previous owners were European that spoke very poor English

That's a NEMA 6-20p receptacle, 20amps 220/240 volts because it's double pole outlet (two hot 110/120 wires) installed with 20 amp double pole breakers with 12/2 line.
