They are not outlawed but selling loaded physical bitcoins is restricted. This is problematic even for companies not located in the US because the US has a tendency to apply their regulations worldwide. To avoid trouble we are shipping only unloaded coins to the US. Those can be easily loaded with bitcoin value by the customer.
