@OP Maybe you can have a look at the debug.log file and show us the last ~100-200 lines? You can open it if you open "run" (Win + R), enter:
%APPDATA%\Bitcoin\debug.log and confirm with ok. If Windows ask which programm to use, select notepad.

Reinstalling bitcoin core does nothing to the wallet.dat. There is no reason to restore the system if we dont even know what the error is.
