I  have a Question about transactions  you accept for your blocks made

I paid a fee of 0.0001

I know the Chinese pools skip over my transactions,  but both your pool and slush skipped this transaction.

 Is it simply that 0.0001 was too small a fee? If so please let me know.  9 blocks have skipped me I thought 0.0001 was good enough of a fee.
