And also without the 1+ hour long block validations a simple "just increase the constant to 2MB" enable. 
But BIP102 stills a hard fork, with all the stress of needing to everybody upgrade their Bitcoin servers ASAP, no?
And sorry, but why the blocks would need more than 1 hour to validate? This segregate witness proposal is that bad?
