Unfortunately there are some major gaps in that story. If the withdrawal fee was instituted to discourage withdrawals, then how are they going to make up the shortfall? There are no longer any trading fees, so the withdrawal fee is the only (official) source of income.
And even before the fee change the business didn't appear to have been "highly" - if at all - profitable.
Obviously insider arbitrage could be more profitable than ever now with these issues but that's a different story altogether.
