The only time i saw that same issue with missing graphics was before we started building it statically. However it seems that older windows version are missing some libraries that newer windows versions have installed standard. My problem is that i can not reproduce it currently and a debug Qt version of the wallet that would output some more info is arround 200 Mb big. One other issue i saw on some machines had to do with openssl. Could you try and install openssl libraries from: https://slproweb.com/download/Win32OpenSSL-1_0_2e.exe and retry?
