Well I found the problem. It turns out all the power strips I tried had grounded enclosures. So when the metal of the case touched the grounded metal of the power strips it would energize the case. I attached it to a normal wall outlet without issue.

I have have one no issues with shocking. Do you know if the shock as from case or possible surge protector? I would try on a different surge protector if not on one already.
It is odd that it would be able to build up shock through case and still work. I would think you would have some issues.

I did suggest on trying another one all surge protectors, and power strips are not equal.
