Who's Brian Kelly?  And what's his background?

A blockchain solution for Greece started out as a educational white paper by Lee Gibson Grant,  of Coinstructors. The question Lee Grant was trying to answer was could Greece launch its national currency backed by state owned assets? This secondary currency could benefit Greece by keeping assets under state control while providing liquidity.  The concept was explored further in an Op-Ed by Brian Kelly http://www.cnbc.com/id/102663713 founder of Brian Kelly Capital which challenged the blockchain community to present solutions at an online expo on the 20th of May.
