Any software that turns images into cartoons, not filtering as the web is full of that and I cant seem to find a legit cartoon converter software. $10.
You do not find it because there is no program that is able to do it for you. I did not research anything on the web. Just think about it.
However, you can try fiverr.com. They can do some nice caricatures for only $5 or $10.
