If my primary project objectives have been completed, i'll gladly purchase the licenses we agreed on.

My point of view about this situation is simple, at the beginning seems like you and sampey have an agreement to buy a X n° of CAT licenses.
Probably your thought was to sell more during the stage 1 to be sure to stay in a positive position with the CAT price.
Stage 1 didn't go really good, so now you prefer to do not spend your BTC to buy those licenses. Am I right?
The problem now is simple, (I'm out from this speech because I've already bought during stage one), someone that is out and it's not sure if buy or not, it's waiting, as it was said before, to see that txi to sampey, that confirm that you've purchased some CAT copies. That txi is really important to give a trust to this project.
If people need to wait stage 3 or even the end of stage 3, probably they will wait that txi before get in.
If noting will happen, this project is in danger.
