I think what he meant was that 99% of coins where there is a pre-mine turns out to be a scam. Normally what happens is that the dev is all nicy-nicy until the coin lists on an exchange then the dev dumps the pre-mine and disappears. He further means that suckers that keep on mining new coins knowing that the chances are high for this to happen every time but they keep hoping that the next coin will actually have an honest dev but keep bumping their heads.
